The Estevan Police Service was established in 1906 when the ‘town’ of Estevan was first incorporated. The service has continued to serve the citizens of Estevan for over 110 years.
The police department initially consisted of one member, S. Dryden, who was hired to serve as a police officer and a liquor license inspector. Estevan’s town hall was built in 1909 and contained offices for the Police Department. From 1909 to 1929, the size of the police force doubled to include a Chief of Police and one Constable. Alex McCutcheon became the Chief of Police in 1930 and added a second constable to the police force.
This service’s rich history of perseverance and public safety includes historical moments like the 1931 Estevan Riot, also known as the ‘Black Tuesday Riot’. Chief McCutcheon and one constable (Cst. McKay) confronted a mob of several thousand Coal Miners as they entered the City at Souris Avenue to riot over working conditions at the mine. Chief McCuthcheon was injured during the riot but both officers remained on scene until reinforcements from the RCMP arrived.
In 1951 Harry Caswell was hired as the Chief of Police. The population of Estevan doubled during his tenure as Chief and was recorded at 9500 people in 1957. In 1967, a building was constructed for the Estevan Police Service at its current location at 301 11th Avenue. With the population of the City continuing to increase so did the number of staff employed by the police department. After 17 years with the force, Chief Caswell had a staff of 11 officers and one stenographer.
The Estevan Police Service has stayed true to its roots while evolving to meet the needs of policing and public safety for over a century. The sworn and civilian members of this service take pride in their ability to be proactive with their policing resources while maintaining quick response times to all calls for service.
The EPS team is comprised of several Units including: Patrol, Traffic, Criminal Investigations, Drug and Intelligence, K9, Court Services, Forensic Identification and Victim Services.
